INTRODUCE DOCTOR McKNIGHT OUR MCPS SUPREME DEPUTY SUPERINTENDENT Moifa McNight: THANK YOU HANNAH GOOD EVENING EVERYONE I’VE BEEN THINKING ABOUT ALL DAY THAT I GET IN MY DAY WITH OUR STUDENTS AND PARTICIPATE IN THIS LET’S TALK RESPECT TOWN HALL EVENT AND THANK YOU SO MUCH FOR HAVING ME I FIRST WANT TO BEGIN BY SAYING THE STUDENTS AT McDERMOTT COUNTY PUBLIC SCHOOLS, YOU ARE THE NUMBER ONE PRIORITY TO ME, DOCTOR SMITH, AND EVERY EMPLOYEE IN THE SCHOOL DISTRICT AND WITH THAT SAID, WE KNOW THAT THINGS ARE PRETTY DIFFERENT NOW WE UNDERSTAND THAT ON MARCH 16 LIFE CHANGED AND WE WERE MOVED FROM SCHOOL BUILDINGS TO THE VIRTUAL ENVIRONMENT, AND I TELL YOU THIS PANDEMIC IN THE STATE OF THE NATION HAS CHANGED SO MUCH FOR ALL OF US, YOU, ME, I’M INCLUDED I AM THE MOM OF A SON WHO IS EIGHT YEARS OLD AND SO UNDERSTAND ALL THAT GOES INTO BEING INVOLVED WITH THIS LIFE IS DIFFERENT FOR ALL OF US WE ARE TRYING TO MAKE THE BEST OF IT, BECAUSE THAT IS WHAT WE DO WITH ALL OF THESE DIFFERENT THINGS IN 2020, YOUR EDUCATIONAL EXPERIENCE WE WANTED TO BE MEANINGFUL AND RELEVANT AND CHALLENGING, AND YES FUN EVEN IN THE MIDST OF US INTERACTING VIRTUALLY AND SO WITH THAT SAID, WHAT WE DON’T WANT YOU TO DO IS HAVE TO SPEND YOUR TIME WORRYING OR BEING CHALLENGED BECAUSE SOMEONE IS TREATING YOU IN A MANNER THAT IS DISRESPECTFUL TO YOU AND SO THAT IS VERY IMPORTANT TO US IT WAS ACTUALLY REALLY HEARTBREAKING TO READ MANY OF THE SOCIAL MEDIA POSTS THAT WERE POSTED ALLEGATIONS OF SEXUAL ASSAULT AND HARASSMENT THAT SOME OF YOU MAY HAVE WITNESSED OR MAY HAVE EXPERIENCED IT PERSONALLY IT SICKENED ME, AND AS A LEADER IN THIS DISTRICT IT IS EXTREMELY IMPORTANT TO US THAT SHE REPORT ANY BEHAVIOR THAT MAKES YOU UNCOMFORTABLE SO THAT WE CAN DO SOMETHING ABOUT IT AND FOR SOME REASON IF YOU DON’T FEEL LISTENED TO, TILL SOMEBODY ELSE BUT THE GOAL IS DON’T STOP UNTIL SOMETHING IS DONE ABOUT IT AND THAT IS OUR COMMITMENT TO YOU EVERY ADULT IN THE SCHOOL SYSTEM IS ABSOLUTELY RESPONSIBLE FOR KEPING YOU SAFE AND THAT IS PHYSICALLY AND EMOTIONALLY, KEEPING HER AWAY FROM YOU WE ARE FORTUNATE TO HAVE MANY PARTNERS THAT HELP YOU DO TO DO THAT THE POLICE DEPARTMENT, STATES ATTORNEYS OFFICE AND OTHER COUNTY AGENCIES THAT PARTNER WITH US BECAUSE WE ALL CARE AND WE ALL FEEL RESPONSIBLE FOR YOU I JUST WANT TO SAY THAT I NEED YOU TO KNOW WE ARE COMMITTED TO YOUR WELL-BEING ESPECIALLY IN THESE TMES WHEN WE ARE UNABLE TO CONNECT PERSONALLY I GET IT AS A MOM, AS AN EDUCATOR, AS AN AFRICAN-AMERICAN WOMAN, I GET WHY WE ARE HERE TONIGHT AND WHILE IT IS SO IMPORTANT TO BE HERE TONIGHT TO TELL YOU AND ALL WHO ARE PARTICIPATING THANK YOU FOR BEING HERE AND BEING PART OF SUCH AN IMPORTANT CONVERSATION THAT HAS TO CONTINUE TODAY, START TONIGHT, CONTINUE WAY BEYOND THIS I SAY THAT YOU ARE WORTHY OF DESERVING THEY EXPECT YOU SHOULD GET AND I THINK IS IMPORTANT TO DEMAND THAT RESPECT WHEN YOU FEEL LIKE YOU WERE NOT GETTING IN YOUR PERSONAL SPACE, AND WITH THAT SAID I HOPE THAT TONIGHT OFFERS YOU TIPS AND CONVERSATIONS TO HELP YOU DO THAT I WOULD ALSO BE REMISS IF I DIDN’T THINK TO EVERYONE THAT CONTRIBUTED TO SUCH AN IMPORTANT EVENT US APPRECIATE OUR STUDENT LEADERS FACILITATING NOT THANK YOU SO MUCH HANNAH, BRIAN, WE APPRECIATE YOU, ALLISON WE APPRECIATE YOU AND YOUR LEADERSHIP FOR BEING HERE IN HOSTING AND FACILITATING SUCH AN IMPORTANT CONVERSATION AND I WANT TO THANK THE ADULTS WHO WERE PART OF ORGANIZING THIS AS WELL, MR. GREAT EDMONDSON DIRECTOR OF COMPLIANCE WILL Jeanette Dixon: THESE POST >> THANK YOU I APPRECIATE THE INTRODUCTION I AM THE DIRECTOR OF STUDENT WELFARE AND COMPLIANCE IN THE CHIEF OF STAFF THAT YOU JUST HEARD FROM DOCTOR JOHNSON THANK YOU ALL FOR YOUR WELCOMES, DOCTOR SMITH, DOCTOR SO WHAT WE WANTED TO DO THIS EVENING BEFORE WE GOT INTO A LITTLE BIT MORE OF OUR PROGRAM WITH THE SCENARIOS AND THE QUESTIONS FROM SOME PANELIST, AND THERE OPPORTUNITIES TO SPEAK, WE WANTED TO GIVE YOU A QUICK OVERVIEW OF WHAT WE LEARNED THIS PAST SUMMER AND WHAT WE DID ABOUT WHAT WE PLAN TO DO ABOUT MOVING FORWARD WILL BEGINNING OF JUNE AS WE HAD SAILED EARLIER WHEN SEEN SEVERAL REPORTS FROM STUDENTS THAT SOCIAL MEDIA SEEING MANY POST ON SOCIAL MEDIA WERE ALLEGING INSTANCES OF INAPPROPRIATE CONDUCT, SPECIFICALLY AROUND SEXUAL HARASSMENT SEXUAL ASSAULT WE HEARD THIS FROM MANY SCHOOLS, NOT JUST ONE OR TWO THERE WERE MULTIPLE THROUGHOUT THE COUNTY, SO IT WASN’T JUST THE SPECIFIC AREA IMMEDIATELY WE WERE ALARMED AND WE WERE CONCERNED AND AS WE DUG INTO THE ACTUAL POST WITH OUR TEAMS WE WERE DISTURBED AND WHAT I MEAN BY THAT IS WE FOUND TE ALLEGATIONS TO BE EXTREMELY SERIOUS, AND WE TOOK IT AS SUCH WE PULL TOGETHER A TEAM OF FOUR CORE TEAMS, OVER 40 OF OUR MPS STAFF WERE IN BALD IN THESE TEAMS AND WE BREAK THESE TEAMS UP INTO FOUR AREAS AREA ONE WAS INVESTIGATION, AREA TWO WAS COMMUNICATION AREA THREE WAS STUDENT SUPPORT, AN AREA FOR WAS LEGAL SUPPORT OUR INVESTIGATIVE TEAM WAS LED BY OUR DEPARTMENT OF ASSOCIATION AND EMERGENCY MANAGEMENT THAT ALSO INVOLVED ARE LABOR RELATIONS, THAT INVOLVED ARTS SCHOOLS SUPPORT RECRUITMENT OFFICERS IN OUR OFFICE AS WELL, STUDENT WELFARE COMPLIANCE COMMUNICATION WE WANTED TO MAKE SURE OUR PRINCIPLES WERE SUPPORTED THAT OURS SCHOOL COMMUNITIES WERE IN SUPPORTED AND INFORMED THAT WE WERE ABLE TO SHARE OUT TO OUR INDIVIDUAL SCHOOLS EVEN DOCTOR SMITH SHARED TWO UPDATED EMAILS THAT WENT OUT DISTRICTWIDE OUR 13 WAS OURSTUDENT SUPPORT OFFICES OF STUDENT FAMILY SUPPORT AND ENGAGEMENT WAS RESPONSIBLE FOR FOLLOWING UP WITH ANY OF OUR SPECIFIC NAMES OF VICTIMS THAT WE HAD AND ANY ALLEGED OFFENDERS WE WANTED TO MAKE SURE THAT OUR STUDENTS ARE SUPPORTED, THAT WE ARE AVAILABLE TO PROVIDE THEM WITH THE EMOTIONAL SUPPORT WE WORK WITH OUR EXTERNAL PARTNERS AND MANY OF THEM ARE ON THE CALL YOU’RE GOING TO HEAR FROM THEM AND THE SUPPORT TEAM WE HAVE AVAILABLE TONIGHT AND THEN OUR FOURTH TEAM WAS OUR LEGAL SUPPORT OUR LEGAL SPPORT WAS PRIMARILY PULLED IN, AND I DON’T WANT TO BE MISUNDERSTOOD HERE, WE WERE NOT — AS THE KIDS WOULD SAY WE WERE NOT LAWYERING UP WHAT WE WERE DOING WAS ENSURING THAT OUR TEAMS WERE FOLLOWING THE NEW, AND LATEST FEDERAL GUIDELINES ON TITLE IX SEXUAL HARASSMENT SEXUAL ASSAULT

THESE FEDERAL LAWS ARE REVISED QUITE OFTEN AND SO OUR LEGAL SUPPORT CAME IN TO MAKE SURE WE WERE HANDLING OUR CASES AND OUR SITUATION WITH THE NEWEST AVAILABLE INFORMATION THE ALLEGATIONS IS TAT THEY WERE VERY SERIOUS AND THEY RANGE FROM SEXUAL HARASSMENT TO SEXUAL ASSAULT AS DEFINED BY DEFINED BY OUR POLICIES AND REGULATIONS THE MAJORITY OF STUDENTS INVOLVED HIGH SCHOOLSTUDENTS AND IT INVOLVE CONDUCT OUTSIDE OF OUR STUDENTS WE HAD A COUPLE OF INCIDENTS REPORTED WERE BACK IN THE BUILDING, PRIOR TOCOVID THIS IS SIGNIFICANT MAJORITY WERE ALLEGED TO HAVE TAKEN PLACE OUTSIDE OF OUR SCHOOLS THE MAJORITY OF OUR SOCIAL MEDIA ALLEGATIONS DID NOT IDENTIFY ALLEGED VICTIMS OR ALLEGED OFFENDERS IN MOST CASES NEITHER NAMES WERE ABLE TO BE IDENTIFIED OUR TEAM WENT BACK AND WENT THROUGH MULTIPLE SOCIAL MEDIA POST NOT JUST THE POSTS THAT WERE SHARED WITH OUR ADMINISTRATORS THE POST THAT WE COULD FIND ON THE PERIPHERAL OR ON THE SURFACE, OUR TEAMS ACTUALLY DUG IN TO THE MANY SOCIAL MEDIA PLATFORMS TO FIND AS MUCH INFORMATION AND AS MUCH AS WE COULD ON THESE INSTANCES IN THESE ALLEGATIONS WE UNDERSTOOD AND WE HAVE LEARNED THROUGH THIS PROCESS THAT THE TRAUMATIZATION DOES EXIST IN THE TWO CASES WE WERE ABLE TO IDENTIFY THE VICTIMS AND WE WERE VERY CONCERNED AND COGNIZANT OF THAT REVICTIMIZATION OUR STUDENT FAMILY SUPPORT TEAM DID A FANTASTIC JOB IN ORDER TO PROVIDE THAT OUTREACH AND TO PROVIDE THAT GUIDANCE FOR FAMILIES AND FOR OUR ALLEGED VICTIMS WE LEARNED THAT WE ARE WILLING TO TAKE A LOOK AT THE CULTURE AND CLIMATE OF CONDUCT IN OUR SCHOOLS WE TALK TO ADMINISTRATORS, WE TALKED TO THE DIRECT LINK TO OUR SCHOOLS, THE DIRECTORS IN THAT OFFICE, WE STARTED THINKING ABOUT HOW WE COULD ACCESS SOME OF THIS INFORMATION THEN WE STARTED TO PLAN FOR AN AWARENESS, AN INCREASE IN AWARENESS FOR STUDENTS AND HOW TO RECOGNIZE AND HOW TO REPORT YOU’RE GOING TO HEAR LITTLE BIT MORE ABOUT THAT TONIGHT OF THE FIRST STEPS THAT WE DECIDED TO CHANGE, ONE OF THE FIRST STEPS IS TONIGHT GETTING OUT FRONT O OUR ALMOST 200 PARTICIPANTS NOW, THIS IS GREAT TO SEE, EXPLAINING WHAT WE LEARNED AND WHAT WE ARE DOING ABOUT IT AND WHAT WE’RE DOING FOR MONTGOMERY COUNTY PUBLIC SCHOOLS IT IS ALSO IMPORTANT WE HEAR FROM OURSTUDENTS WE ARE EXCITED TO HAVE OUR STUDENT LEADERSHIP WITH ALLISON AND BRIAN AND HANNAH AVAILABLE, AND WILLING TO JUMP IN AND HELP WITH US WE HAVE BEEN WORKING VERY CLOSELY WITH OUR STUDENT MEMBER OF THE BOARD AND HE IS WORKING WITH HIS TEAM IS GETTING OUT TO OUR STUDENTS AND OUR COMMUNITY TONIGHT WE’RE GOING TO TALK ABOUT WHAT WE LEARNED, LET’S TALK RESPECT, MAKING SURE THAT WE CAN HAVE THIS OPPORTUNITY WITH YOU WILL WITH THE COMMUNITY WE ARE IN THE FINAL STAGES OF A STUDENT TRAINING MODULE CALLED CULTURE OF RESPECT THIS IS A TRAINING THAT IS GOING TO BE ONLINE THROUGH MCPS CLASSROOM ALL STUDENTS GRADES SIX THROUGH 12 WILL COMPLETE ALSO WITHIN THAT TRAINING THAT THEY WILL TAKE, WE WILL PROVIDE THE DATA THAT WE NEED TO HEAR FROM OUR STUDENTS IN ORDER TO HELP OUR ADMINISTRATORS ACCESS THAT CLIENT CULTURE WITHIN THIS SCHOOLS AND COMMUNITIES WE HAVE INCREASED OUR TRAINING AS FAR AS STUDENT WELFARE THEY HAVE BEEN TRAINED THIS PAST SUMMER ON THE NEWEST TITLE IX LAWS ON THE MOST UP-TO-DATE REGULATIONS AND UP-TO-DATE PROTOCOLS THAT WE HAVE IN PLACE WITH REGARD TO SEXUAL HARASSMENT SEXUAL ASSAULT AND WE ARE REALLY EXCITED ABOUT NOT ONLY TRAINING OUR STUDENT WELFARE AND TITLE IX LIAISONS BUT WE HAVE EXPANDED OUR TRAINING THIS SUMMER IN LATE JULY AND EARLY AUGUST TO INCLUDE ALL SECONDARY HELPERS SO IT WASN’T JUST THE RESOURCE TRAINER OR WAS IT JUST THE — THE RESOURCE COUNSELOR, IT WASN’T JUST THE LIAISON, BUT WE HAD ALL OF OUR COUNSELORS, OUR
