I thank you for tuning in to macro view television and welcome to another brand new edition of the tawa outlook the program that lets you hear the different voices of Taiwan I’m your host and moderator rig wall since this is the first program of the year 2011 I want to wish everybody a happy new year and may health happiness and prosperity be with you today and throughout the new year and today is also the centennial anniversary of the founding of the Republic of China so i want to wish roc on taiwan a very happy birthday and to start off today’s program we are delighted and honored to have his Excellency Timothy Jing Tian Yong who is the foreign minister of the republic of china on taiwan to discuss our taiwan’s current diplomacy and also the program of getting taiwan passport holders visa free status around the world welcome to the program minister thank you very much professor who yes engineer to you either way happy new year to you your minister and also is truly honored to have you back on the program and talk about how much diplomacy as we know recently the council of european union voted in a landslide to grant the passport holders of the republic of china on taiwan the visa-free status right this is a very major diplomatic breakthrough under the leadership of President my angel and your ability to execute those programs certainly today we have made significant strides in getting visa free status for our citizens traveling around the world or to most of the developed countries that we travel the most often can you then tell us a little bit Minister the significance of getting this you know visa-free status for most of the Schengen countries along with seven other countries and regions areas in this United you’re nearly unanimous vote by the Council of European Union right well thank you very much for reasons you see this issue is me I believe that every one of our people here are very happy that we’ve been able to achieve this visa free treatment for our nature’s as you understand it since two years ago two and half years ago the US government can do power it’s our policies that will try to do something for our people directly benefiting our people because in the past people always believed at the foreign policy foreign affairs is something rather far from them from their their daily life but in fact there are certain part of our foreign affairs affect other people’s daily life and achieving this visa free treatment for our natures is one of the areas of my country or my ministry my colleagues have been trying to do and we are very lucky in the last two and a half years we have been able to achieve some achievements some horrors and you rightly point out that recently the Schengen area has already given us the European Union has already given that this kind of treatment actually it’s a long way in fact in in a number of years in fact we’ve been trying to achieve this but without any good progress it was until two in Harvey years ago or rather a little more than one year ago we make some good in tangible results we have passed to pass a number of hurdles let me put this way first we have to have the Commission make a proposal yes through their to them to the council of ministers as well as to that European Parliament and even in a European Parliament they also have committees one is Foreign Affairs Committee and another one is that in you know they call Internal Affairs community justice justice committee we have passed this two committees all very Merry and then the pronunciation of the European Parliament they had a planarization on the 11th of november this year they also passed this proposal submitted by the Commission with landslide votes okay and then on the twenty fifth of november this year

okay the council’s the minister council of ministers or the current council european union is also result you know without any objection overwhelming actually it’s unanimous didn’t put this way yes adopted this proposal so we have already actually achieved or the parliamentary as well as the administrative procedures now but it’s been waiting this i believe tomorrow yes on the fifteenth of november two thousand ten they the speaker of european parliament were signed it they were signed it and then later this month later zissman january 2011 it will be become effective okay good oh this is a very good result I believe that this visa free treatment for our people will benefit all our people not only here in Taiwan but also all our natures are passport holders residing in even in mainland China of course and also other parts of the world yes well Minister yelling is very modest because if the camera can show this diagram that I’m holding in my hand that in the last two years you know and the country that given that’s being able to give time one visa free status has gone up eighty-one percent turned out ninety six countries and areas that do give the passport holders of the republic of china visa free treatment and this is very very significant and also another diagram that i have here is regarding the oecd member countries that which will give our passport holders visa free status you know at the moment is 28 oecd’s the organization international organization for economic cooperation and development and this is quite a diplomatic breakthrough under the leadership of minister Yun and your Minister as we discuss the vote near unanimous vote from the council European Union to grant the visa-free status to Taiwan would that be considered internationally as a vote of confidence it was no one’s accomplishment it not only in turn self economy but also in terms of democracy also in terms of social welfare right and many different areas which I think so I believe so and in fact it’s a confidence vote you know it’s a vote of confidence yes Taiwan’s image and also in the quality of our people because it proves that we have shown the hold and been recognized Taiwan is a country you know that as all has won the respect of all other countries yes and also our people has been regarded as law binding and also weird or disciplined were behaved and non people that’s why we’ve been able to achieve this kind of treatment and ivd our people should also cherish this kind of achievement ourselves mm-hmm and given the fact that also i have another diagram here that says regarding the you know the top 20 economies in the world that’s given tom one you know and roc passport holders visa free status is now up to sixty-five percent right i certainly includes countries like Japan Germany France England the many in Europe than those so you know places they’ll closer by like Singapore and Canada Canada as well so given the fact that we’re now able to travel you know so extensively in many of the developed areas and countries around the world would you think that this will also heightened taiwan’s visibility internationally not only as a vibrating economy but also as a free of democratic successful democratic strategist definitely yes as I mentioned earlier that this kind of treatment that we have been receiving from the international community the troops Taiwan is a country that was their respect and our people is also people that has been well recognized as door binding and also are very well disciplined yes and as such you know our images very highly you know arrest and I also believe that our business relations yes to be very pragmatic our business relations economic relations with other countries room also been will be further enhanced because people traveling will be easy for them to do business with other countries and not only for

pleasure they also have to go there to do business even even our traveling agencies the business will also be you know positively affected but there are lots of these benefits that our people and our economy will gain from this kind of treatment yes it’s this actually a win-win situation yes a wing-walker country and win for other countries as well exactly and if we go back in time a little bit of you know I remember that Japan gave us visa free status back in you know 2005 in the same year the number of RLC passport holders traveling to Japan exceeded the 1 million mark for the first time ever so do you Minister expect the same kind of results in turns now that we have visa free status traveling to all of the Schengen countries and many you know after you know nan Schengen countries will have also given us visa free status in Europe do you expect that the number of travelers and also students and business people they are going back and forth between Taiwan and Europe were increased tremendously in the coming years sure they were substantially increased yes I just give you I’ll give you another example when UK gave us he said you know visa treatment is in a year two thousand and nine much you know in one year they scored you know over one hundred percent increase of the tourists from our passport holders which means that they have been benefiting you know the boost of today to their to their industry of tourism I believe I believe you know because the area we’re also benefit from this kind of treatment at the ribbon us okay and the economy also benefit as well yeah I know culture exchange with our students they go there for a short term you know study poor will also increase we’re writing our scope of our people the international vision will be Frizzle you know widened yes always it’s very good for our young people like you say it’s a win-win situation in my situation is certainly a very thankful to administer young and all the capable staff at the Ministry of Foreign Affairs for bringing us this wonderful news on the new years you know that we’re celebrating the 100th anniversary of the Republic of China and we’re going to take a short break on our program and what we come back we’ll continue this conversation with Minister Timothy Ching Chang Jung who is the foreign minister of the republic of china on time 1 i’ll see you in just a few minutes welcome back to the second segment of today’s program here on the tongue Wow look I’m a host rig wall well we’ll continue this conversation with his Excellency Timothy ching-teng young who is the foreign minister of the republic of china on taiwan ministered as we mentioned that this very significant diplomatic breakthrough with most of the european union countries areas given us the visa-free status you know certainly it’s a major accomplishment but as you mentioned briefly in the earlier segment it was in the easy process you know and many people your years ago would have thought that hate tom want passport holders want to go to Europe without a visa oh that’s mission impossible right yeah but diplomacy as we know is the art right of making things possible yeah there must have been many obstacles many hurdles that you had to overcome during the whole process can you then share with us how was the process and one was some of the key factors that you had to confront and had to resolve in the process you are thank you very much for this good question because earlier we mentioned you know we start these efforts about quite a number of years and at that time even a lot of my colleagues believe is mission impossible yes it’s not easy not only is not easy it’s impossible but two and half years ago when the current government can do power we adopt it and set of new policies policies towards men in China towards our foreign affairs is totally different because in the past let me mention a bit about our past policies in the past we adopt a very confrontational approach towards men in China as well as

our Foreign Affairs and as a result you know these two men and China policy as well as our foreign policy become some kind of visuals you know effect on each other this become a visual cycle and we believe that not a solution at all when our government can do power we have to tackle the problem from it’s very root and we found that we have to change our policy I always tell my friends that we can choose our friends but we cannot choose our neighbor and we have to deal with our neighbor it’s there yes you cannot just like an ostrich bury your head in the sand without realizing it’s there we had to face it but we also have to deal with them how to deal with them with wisdom now that’s the policy pragmatism good now we in the past two and a half years that policy proved to be very successful we don’t only resume the dialogue between the two sides or tab and straight we have signed a number of agreements with them and that kind of good between the two sides of talent straight also expand to foreign affairs area now we have also increased our participation in international organizations we are in the in the whe as an observer since two years ago three years ago okay but in the past we’ve been trying to do that without any success but since our policies changed we achieved and our participation in epic the labor of our participation has also been raised now these are also few examples I mentioned about the visa treatment quite a number of countries will approach him with the answer we got at the time was negative but since we can do power the current government can do power of a new policy we’ve been in Paris to toss our men in China was our foreign affairs and these kinds of policies being were recognized I’ve been commented by other countries tech European Union for instance in the last two and a half years they passed a number of resolutions and also stayed on statement in support of our policies in support of our participation in inter organizations which have already paid that way paper way for our further you know improvement of relations with European Union including achieving visa-free treatment while and passport orders news now this is the most important foundation laid down for this kind of treatment we have received our policy flexible palette first of all the promisee is number one yes number two we also believe that we have to you know compared with certain kind of requirements that they asked us to compromise such as the insurance of biometric passports and we have already do that which means that our passport you know has the mechanism to prevent any counterfeiting and abuse in the past people easily abuse our passport and make some orders to a passport and other people without the right person had been holding our passport to travel to other countries make the border control other countries a big problem now we have taken this problem of course and we invite a visual from European Union to come to Taiwan to tell them and to witness what kind of achievement and efforts will be making they are very much convinced and very satisfied with our efforts that’s another one unless another one is that we are very sincere we tell them that people from Taiwan a trustworthy we are law-abiding people we have already received a lot of this visa free treatment UK for instance of first as well as I earned this new zealand yes they all give us this kind of visa free treatment and they benefit from this kind of treatment as I mentioned earlier UK as an example they witnessed the big leagues you know jump of the number of tourists from Taiwan benefiting their economy real very much use and not only benefiting up and oh yes so these are all the areas that convincing our friends in Europe Union so when it come up with the with the European Commission with the European Parliament hour every hour case met this the least in no objection they never did tourists there’s never seen such kind of you know or worming a supportive our application animals at all actually unanimous yes European

Parliament European Commission European Council ministers they all support our efforts some when it was there for their discussion for their report without any voter been taken we have already known the result will be positive as soon as as soon as the meeting is over yes we cut them even the meeting is not already ate we got someone SMS yes through SMS telling us is there we’ve got this kind of treatment through so we are to know not only call commend the efforts our colleagues but also on to extend our Hadees congratulation to our people to our nature’s this achievement of all our people is not me the achievement of i might say all my colleagues ago it’s our people our country’s achievement but certainly minister Yun and you and your capable staff is certainly a big part of it you know very big reason behind the success that we be seeing then a very interesting point that you raised earlier that maybe for the average citizen in Taiwan thinking that foreign policy is something very far away it’ll probably doesn’t impact them as you know directly as they you know my the thought but the fact is if people can take a look at this diagram that I’m holding here of all the places and countries that are nationals travel to now sixty-eight percent of those places and countries give our citizens and passport holders visa free status this is very very impressive especially in the sense that if we go back to the issue of so-called Taiwan’s International Space that our people can use our passport they’ll travel to many parts of the world specially OECD countries that you know without you know applying for a visa first it’s really a direct indication of the kinds of international space that has been significantly expanded under the presidency of president you know Ryan Joe would you agree that this is the reception towards the flexible diplomacy that you mentioned also the improvement of cross-strait relations in the last two and a half years yes of course I agree with you and indeed it’s a very positive recognition among our policy that’s what diplomacy and also our part policy towards men in China because as I said these two policies now return it from the previous visual cycle into a as we converse your cycle yes virtual cycle yes we get resulted from this side and the side this side also affect the other side the Foreign Affairs also benefit from our for in mainland China policy and when we have wider scope of our participation and recognition in the international community our people will be more willing you know to support our men and China policy so it’s a virtuous cycle exactly one helping the other right yeah and for the final question in the segment Minister that we talked about the kinds of improvement and progress that we’re seeing in our relations with China and we also hope that we understand that the trend will continue there will be other significant progress in cross-strait relations especially in the economic domain mm-hmm would you think that with the signing of exa you know in June of 2010 in the future now with visa you know free status between you know many countries around the world and Taiwan would you think that many foreign corporations might be thinking of coming to Taiwan and seek a Taiwanese partner more set up a subsidiary in Taiwan and then go into and try to penetrate the Chinese domestic market you is there already doing that yes you know they already doing that a number of foreign companies already come to Taiwan to take advantage of these new relations between Taiwan and mainland China we upload equities been signed they seemed a good opportunity even in Japan they have a study that if Japanese company doing business alone in men in China the success rate will be destined about sixty five sixty sixty to sixty-five percent okay but if they come to Taiwan join hands yes and tech manager of the equi their success rate would be jumped to 75 76 percent yes I believe European countries they all receive the same thing never seen that yeah and also this sunken visa-free treatment for our national passport holders not only benefit people in Taiwan also benefit

our nature’s in men in China because according to Schengen visa authorities anyone living in a country more than six months in a year they have to apply the VAV the Schengen visa in that area okay in other words our nature’s living in men in China doing business in the mainland China be there for more than six months have to approach visa Schengen visa in China and normal in that case that wait for about three weeks even longer to get a sunken visa if they did they’re destined six months they had to travel back to Taiwan yes costing a lot of money how’s your time yes so now without no matter whether they deep there for more than six months or less than six months they don’t have to read they don’t provide Vincent is Aztec you know get a ticket yes and the luggage is jumpin Jack aboard aircraft and golden certainly is time-saving and also expense saving so in that case a lot of these European companies yes are not running i want doing business with a cioppino is jumping from here it’s a springboard into into the market engine in China good we’re going to take another short break on our program and when we come back we’ll continue this very interesting and informative conversation with his Excellency Timothy Ching Chang Jung who is the foreign minister of the republic of china on Taiwan I’ll see you in just a few minutes welcome back to our program here on the tawa outlook i’m your host rig wall where we’ll continue this conversation with his Excellency Timothy Ching Chang Jung who is the foreign minister of the republic of china on taiwan minister i’m going to show another diagram here actually to know if our camera can you know focus on this this is a diagram showing that of the countries and areas that our citizens travel most often to actually ninety-four percent of those countries and areas we don’t need a visa you know I mean it’s actually 100 two countries and areas today and the second diagram i’m going to show is the coverage of this you know visa-free status program that’s extended to roc passport holders through this vote by the Council of European Union you know the two months ago that covers you know as you can see all the 28 countries and areas of the Schengen visa and also some of the you know southern European countries by Hungary and also certainly no backing last year 2009 england and ireland has already given us you know visa free status and given the fact you know these all these you know countries are now giving taiwan passport holders the visa-free status can minister to tell this in a very pragmatic sense what kinds of savings are we talking about both in terms of the visa fees and also in terms of the time that we you originally lead to expend before we get a visa it’s normally if you want to apprise Schengen visa hmm you’ll stay there less than 90 days this visa will cost you about 2500 NT doubters yes it was more than 90 days no worries a free will be more than four thousand dollars okay but put together we every year on average about three hundred and ten thousand tourists trips taken by our people hmm so in this case if we have this Schengen visa treatment free then we save about 1 billion NT dollars per year per year just on visa fee just on visa fees you can understand how much money we have been able to save now with a sunken visa-free treatment in place ok not only the money yes the time is also been saved yes don’t worry you have to spend about four days working days locate a Schengen visa here in Taiwan for our people who are nature’s who had living in men in China for more than six months in a mentioned earlier then all we have to spend about three weeks or little longer than three weeks before the shrimp and visa otherwise they also have to come to Taiwan to travel back to Taiwan at the time and travel expenses calculates is another big amount of

money of course now it’s all been you know eliminate limited yes so how much money and time is even saved not only that it’s a kind of national pride of course we free that we are country we are people that were respected in whole world and when we go abroad we gain the respect of other people because our they are recognition of these people and this country is high up there in there in there in the list so this is something that we should feel proud of these are people and that’s what I also mentioned that also cherish this kind of treatment that we’ve been receiving Yes Minister we understand that this type of visa free using your program it’s actually reciprocal yes yes and given the fact that you know tourism it’s one of the sixth start or six emerging industries that are you know executive UN has identified go for Tom one for the next ten years do you think that you know with the visa-free your program for going both ways the wood that closer you know bring the two sides and they’ll close the gap between Europe and Taiwan and make the two sides closer not only in terms of doing business as we mentioned earlier but also in terms of education also in terms of cultural exchanges and also in terms of sharing the experiences for many of the you know your Eastern European countries for example are still in the transition towards more democratic countries would you think that all these areas will be enhanced as the visa-free status really take the effect after January first this year definitely because people hype traveling you know pretty without a visa yes not only friends from Europe but now our people can also go to European countries drinkin area without a visa now you can you can expect that number of tourists from both sides will substantially increase yes now these were benefiting in increasing a better understanding of two peoples our people as well people in Europe education we can also have a students going there for short term stay study and we can also have tourists now we can also send more you know culture troops to go there to perform currency exchange were also offers in exactly now these are all benefiting from this visa free treatment so I believe the overall relation between Taiwan and European countries shanken area in particular or further promoted and further enhanced and then you know economic relation will also be further increased so the benefits multi forward yes we we expect our relation with Europe in every fridge will be substantially released to run a height yes and this year 2011 is also a very important year for cross-strait economic relations as egg fought you know Economic Cooperation framework agreement sign with China back in June of 2010 and takes effect you know January first right over the next couple of years is you know a number of you know ki exports into China will be you know either reduced when the tariff will be eliminated completely given the fact that you also mentioned because of the visa-free your program between European countries and Taiwan that the economic relations will be significantly enhanced that you know as many people anticipate then the one of the issues that is being on the agenda between your European Union and Taiwan is the so-called tray enhancement measures yes yes some game yes something very similar to equi to a free trade agreement and that has been going on and off but I do believe that the European yoga chamber of commerce in taiwan in taipei actually singing one hundred percent and supportive of such a you know measure how would you think that visa free status program now has been implemented what I help in terms of future discussions that two sides will bring up in negotiations over the possibility of erecting the tray esma measures the tems between europe and taiwan yes it’s going to be a very good it’s going to have a very positive effect yes on the website promotion yes make or it may occur it fta or TM mmm is sort of similar sort of thing yes and I’ve rather believe that if we can you know work together with European companies here in Taiwan as well as our companies in manager in you in Europe as

you understand we have a lot of major companies from Taiwan doing business and investing in Europe yes now with this private and public sector working together and with our participation in this visa free treatment I believe that things will move you know quicker than it used to be in the past in the past and I know that there are a lot of these European companies as well as our companies in Europe that would like to have this kind of you know agreement between Taiwan and European place and I can assure you that our people in Europe not only in browser but or in these European countries are working very hard lobbying and walking with their friends in these respective countries there’s and representatives of gentlemen I know that it may be something that we can achieve overnight but we have to do our best just you know without the efforts nothing can be achieved this is my belief just like you play God you trade off yes any parting you know you read the grass you read the direction you read how the ball should go hmm but the main thing the number one prerequisite is enough strength mmm the power must be there otherwise the ball stops short of the hole mmm that’s right no matter how straight the light yes no matter how where you read the crush mm-hmm still yes the bits trends yes the effort should be there yes as you you have to keep trying yes even though there are times you may be frustrated oh there you may experience occasional setbacks but you have to continue the effort yeah I certainly I think under your leadership and the capable staff that you have at the foreign ministry we certainly can look for more positive news in this area in the coming years or we could we can work together and we should work together yes alright we’re going to take the final break on a program for today and then the one we come back we’ll continue the conversation with his Excellency Timothy cinta yang who is the foreign minister of the republic of china on taiwan i’m going to talk about what are the other likely countries that were brent taiwan passport holders the visa-free status in the coming years we’ll be right back welcome back to the final part of today’s program here on the tawa outlook I’m a host and moderator rig wall we’ll continue our conversation with his Excellency Timothy Jing Tian Yong who’s the foreign minister of the republic of china on taiwan and in this final meal part of today’s program we’re going to start off with going back to the diagram that i held earlier you know this is regarding the areas and countries that are you know passport holders travel to the most often you know and out of all these countries and areas there are now ninety-four percent of them or 102 countries and areas that we don’t need a visa or Whitney just landing visa yeah given the fact that all these many countries already given us the visa-free status Minister my question for this segment is what are the other countries or areas that we’re looking at that will help us to expand the visa-free privileges even more to our citizens and passport holders yes we are very much aware you know as a minister of foreign affairs we are not satisfied with what we have achieved we are trying to get more of countries number of countries that will give us this kind of visa free treatment or lending visa treatment yes and the country that we go there most often is United States yes and we are working on that one but before that we know that in Europe in Europe they are number of countries in Balkan you can you know what welcome you can the bakken see area yes we have our six countries there we are walking on that one good and then there are also 18 territories of UK net the Nezzer end that our required visa measures we are also working on these 18 territories of these countries now with that you know we will be the week we can achieve something yes but now let me talk about the UK united states just because it’s a kind that most of our people love to go and we have new in a lot of business with

United States indeed we have a lot of students study in there their parents would like to go there to visit the area they are children but you know after 911 911 United States tightened their security on border control including those who want to go there the passport requirement or passport security requirement is high and the border control is also very high and they also have one requirement that you know the visa you know reject rape should be lower than three percent we have already achieved that in the past last year our rate of being rejected by this American Institute in Taiwan whenever privacy okay it’s more than four percent 4.4 but the recent figure shows that we have dropped below three percent is all 2.2 okay that’s very encouraging to have yes but not only that they also requires to have a title control of our what you call a passport security application when you apply passport you have to appear in person that’s their requirement the moment we can just ask our travel agent to apply your passport for your passport info convenience sake he’s on time to go to Ministry of Foreign Affairs the culture of your euro enterprise for the passport yourself in person but we are trying to convince our people it may a bit inconvenient but it’s a trend in order to follow the international trend we really have to ask our people to have this kind of understanding but I’ve already talked to my colleague in the cabinet minister for the interior Yes Minister Jang he’s agreed to support this kind of procedure when we apply for passport people have talked in person appear in person we can ask our household in every counties in every village or towns is to help us because the Minister of Foreign Office doesn’t have such a manpower to be there everywhere in the country but they have these household offices we can ask these officers to help us they will help us to identify the person and the passport the photos are the same ones not anyone else that are prime or a passport and then being abused by a third person so if we can do that I believe United States will positively consider giving us the visa-free treatment but not only that yes we also have to report to United States let them know that passport been stolen the timely reporting or mass for installing have been lost this kind of information should be timely we heard it recorded to to to the to the American authorities there so that they will know this car passport is no more in the right persons hands okay good yeah number of other things but anyway my ministry is working on this one we hope slowly but gradually I know it don’t it won’t take over night to achieve this but we ask our people to be patient my ministry is working very hard to achieve this one we also need our understanding of our people you know when we have these new measures they may feel a bit inconvenient but please be patient okay in order to achieve something that the remote good for all our people yes everybody makes a little secretary slice you know we have a bigger breakthrough yeah for a country as a whole and primarily because our president mine Joe’s flexible diplomacy and also you’re capable leadership at the foreign ministry we certainly understand that republic of china on Tom one passports a very valuable very yes we can travel to 102 countries and areas without applying for a visa first and also the fact that there will be more you know coming up in the in the new here and in the future I given that and the ministry is also trying very hard to you know overcome some of the obstacle in terms of applying and in terms of the password security what would be some of the Vice that you would you know make to our viewers watching our program today you know in terms of applying for brand new roc passport what are some of the cautionary notes that they need to take into consideration also I understand that this year your ministry is also issuing the centennial anniversary
